Since his true persona only appears in Randal's dreams,
to encounter him is already
quite exceptionally rare (seeing as how the conditions to meet him is
by sleeping within a certain radius (not-verified yet) within Randal Ivory,

that is dependable on many variables.), then Satoru will also have to be present,
which lowers the chances even more considerably so*.
